The TCEQ has updated STEERS and provided the instructions for the new annual reporting requirement to include the operational status for the following air permits.
First, what permits are affected? Only registered Permits by Rule (PBR), registered Standard Exemptions, and certain air quality Standard Permits that do not have renewal dates (animal carcass incinerators, boilers, concrete batch plants with enhanced controls, electric generation units, feedmills, portable augers, and hay grinders, hot mix asphalt plants, marine loading operations, oil and gas handling and production facilities, permanent rock and concrete crushers, pollution control projects (nonrule), and temporary and permanent polyphosphate blenders.
Second, the instructions are straight-forward and easy to complete:
- Log into STEERS.
- Select "Air New Source Review (NSR) Annual Operational Status Report".
- Enter the RN, then CN, and STEERS will pre-populate the applicable permits to this report under the CN/RN combination.
- Create the Responsible Official (RO) for the site.
- You can add a technical contact also.
- For each permit number listed, you will select "Yes" or "No". The question is asking about the units under the permit as a whole being active/inactive. It does not list individual equipment.
- Ready for RO to sign and submit.
